There is no bad Vance. There is just good Vance, better Vance, and the best of Vance.
The latter category includes the Lyonesse trilogy, The Dying Earth, Eyes of the Overworld, and The Dragon Masters.

cmadler is right that there's no bad Vance.
Where to start depends on whether you prefer fantasy or science fiction.
For fantasy the Lyonesse trilogy is hard to beat; Eyes of the Overworld is one of a kind with a very dark humour.
On the science fiction front, Emphyrio is an excellent standalone novel. The Demon Princes (five novels) and Tschai/Planet of Adventure (four novels) are also highly recommended.
But really, read any of his stuff written after about 1955 and you can't go far wrong!
